Empowerment platform adopts emerging technologies 

First: Definitions

For the purposes of this regulation, the following words and phrases shall have the meanings set forth below them unless the context otherwise requires:

  • The platform: The website dedicated to facilitating the connection of agencies with technology service providers.
  • Owner: The entity that operates and oversees the platform.
  • Sectors: The agricultural and tourism sectors in the Kingdom of Saudi Arabia
  • Technical service providers: Companies or individuals licensed to provide technical services.
  • User: Any natural or legal person who uses the platform.
  • Services: The challenges and opportunities that companies face and seek to solve through emerging technologies (companies are called demand entities). Services include solutions and ways to address challenges and exploit opportunities using emerging technologies provided by companies and their providers (they are called supply entities).


Second: Scope of application

This regulation applies to:

  • All users of the platform.
  • All operations and services provided through the platform.
  • Any content that is published or shared through the platform.


Third : plateform goals

  1. Facilitating access to qualified technical service providers.
  2. Enhancing transparency in supply and demand processes.
  3. Improving the efficiency of technical contracts.
  4. Supporting digital transformation and innovation.
  5. Enabling the national technical services market in the Kingdom of Saudi Arabia.

Fourth: Registration and platform usage requirements

  1. For registration to be valid, correct and up-to-date information must be provided.
  2. The user agrees to use the platform for legitimate purposes only.
  3. Creating more than one account for the same entity is prohibited without the owner's consent.
  4. The owner reserves the right to suspend or cancel the account if policies are violated.

Fifth: Sectoral commitments

The sectors are committed to the following:

  • Use the platform in accordance with the approved rules and regulations.
  • Do not disclose any confidential or classified information.
  • Adherence to the principles of fairness and transparency in dealing with service providers.


Sixth: Obligations of Technical Service Providers

Service providers are obligated to:

  1. Validity of licenses and regulatory data.
  2. Providing accurate and clear presentations.
  3. Adherence to professional work ethics.
  4. Do not provide misleading or undocumented information.
  5. Compliance with cybersecurity and data protection requirements.

Seventh: Content Policy

  1. Posting any content is prohibited:
  • In violation of regulations and bylaws.
  • It violates intellectual property rights.
  • It includes abuse, defamation, or discrimination.

The owner has the right to remove any infringing content without prior notice.

Eighth: Privacy and Data Protection

  1. The owner is committed to protecting user data in accordance with applicable regulations.
  2. Access to the data is restricted to the Ministry of Communications and Information Technology, and the data is not shared with third parties except:
  • With the user's consent.
  • Or as required by regulations.

The user is responsible for protecting their login credentials.

Ninth: Cybersecurity

  • The platform is subject to national cybersecurity standards.
  • Any attempt to hack or misuse the platform is prohibited.
  • Activities are recorded and monitored for security and regulatory purposes.


Tenth: Limits of responsibility

  1. The platform is an organizational tool and is not a party to any contract.
  2. The owner is not responsible for:
  • Quality of services provided.
  • Contractual disputes between the parties.

The user bears full responsibility for his decisions and contracts.

Eleventh: Violations and Penalties

Violations include – but are not limited to:

  • Providing false information.
  • Misuse of the platform.
  • Violation of approved policies.


The following actions may be taken:

  • Alert or warning.
  • The account has been temporarily suspended.
  • Permanently delete the account.
  • Referral to the competent authorities when necessary.
